Harrell was born and raised in Moss Point, Mississippi and graduated from Moss Point High School in 1986.  He received his Bachelor of Biological Sciences from the University of Southern Mississippi in 1992 and his Doctor of Optometry from Southern College of Optometry in Memphis, TN in 1996
